One of the primary problems for National, regional and global peers is finding the hub of activities for a particular peer group; many who will share different languages. We think in terms of institutional and project domains.
What is needed is new way of classifying peer groups, so their real time and and asynchronous materials (conferences, papers, elists, archives, etc)are kept in one place, and may be used as the 'front end' to other online tools.
My idea is to use a bibliographic number as a domain name, and share this space with global peers. E.g. This conference might be hosted at www.607.940.edu, so that it might be the hub of activities for peers who would have already attended questnet this year (as one example), and other global peers.
This will require the collaboration of three professions = web/audio/video producers, network designers and librarians.

The world of e-education and e-research is changing rapidly from "education by delivery" to "education by inquiry". Most initiatives aim to be inclusive of interested peers and build communities online.
Most of these kind of initatives revolve around inter-institutional peers with an interest in providing "multimedia content management and distribution internally with their own systems, tools and workflows" (where 'internally' means taking a 'federated' approach to multimedia capturing/production, management, storage and distribution). http://www.terena.org/activities/media/ws2/
These days this means collaborating with (usually) regional peers in NRENs in order to agree on the (online) tools and space to be shared and developed.
